This item is can be found as a random loot inside the Legendary Engram of the EDZ after turning in EDZ Tokens and Dusk Shards to Devrim, alternatively, since season 2, it can be purchased directly from Devrim for 25 Legendary Shard, provided one has already obtain 8 EDZ Engram from him.
